IMPORTANCE OF THE QUALITY OF PARTIES AND POLITICAL MOVEMENTS AND THEIR INFLUENCE IN THE MANAGEMENT OF LOCAL GOVERNMENTS (PUNO REGION 2006-2010)

Abstract

It is conceived that, politics by its purpose, is fundamentally referred to the conquest and control of power and government. This one can be national, regional or local. This activity has its expression through the exposure and quality of political parties and movements. In our environment, political activity is exercised through parties, movements, fronts or political alliances, then also, through popular or trade organizations, social, cultural and civil institutions. There is no political fact that does not imply struggle or dispute either at the ideological or programmatic level; also on the factual level. In the latter case, the clashes reach borders of violence. Within that political context, the quality of political parties and movements have their origin in the need for strategic planning, in the obligation of compliance, so that the community feels identified through its needs and those who commit to administer, They have defined a route that allows to fulfill the will of the people that, this is required at the time of the election. This way you should vote for the quality of the political organization, the government program and for a person with the capacity to make it happen. The objectives of the Government Program presented to the people must be aimed at developing the Puno Region in all its sectors, with the democratic participation of its inhabitants, working in solidarity, taking into account that the general interest on the subject, peaceful coexistence, must prevail, efficiency and administrative effectiveness. Because, only with the will and vocation of our people will its development be possible and it is, with the people, who has to be governed, since the sovereignty of the State depends on it. Within the many objectives of a political program, we must consider: Promote and guarantee citizen participation; protect the environment to ensure the sustainability of the Region; provide public services as determined by law; build works that demand local progress; promote the social and cultural improvement of its inhabitants; fulfill the other functions assigned by the Constitution and the law. It is also essential the rescue of our values, the strengthening of our identity, the harmonious development, with a government of open doors and facing the people. In that sense, there is a tendency to promote quality political organizations, revalue a municipal government program or plan as the only guarantee for the success of a good municipal government.
